 BOT approves 2008 Work/Operational Plan
The Board of Trustees in January approved HERFON’s work/operational plan for 2008 and budget.

The plan and budget cover the four outputs of the Foundation viz:

  1. Output 1: Effective information and communication for improved health systems performance and better services;
  2.  Output 2: Stewardship and capacity for health reform significantly improved at national and state levels;
  3. Output 3: Research and independent policy analysis inform health systems policy development and implementation;  and
  4. Output 4: HERFON regarded as an effective, credible, decentralised and sustainable national membership organization.

A total of is budgeted to be spent on 2008 activities.

In line with the 2008-2012 Strategic Plan, about 50 percent of the core 2008 budget has been devoted to organisational ‘set-up’ issues especially in the six zones and twelve other states.

HERFON Supports Rivers State Health Summit
HERFON made a presentation and paid for the services of the consultants that facilitated group discussions during the Rivers State Health Summit in February 2008. This is in line with our ‘strategic frame work and business plan’ to provide technical assistance and support to State government with mission related to health system development for better health for all Nigerian.

The Group Discussions were very intense, engaging and sometimes emotional, and focused on the following thematic areas for Rivers State:
• Development of a Health Sector Development Fund
• Development of a Coordinated State –Wide Health Plan
• Integration of Service Delivery
• Developing a Minimum Package of Care
• Public–Private Partnership in Health
• Health Infrastructural Development

A report back session after the group discussions received presentations from the six groups together with Plans of Action for implementing their decisions within the next six months and resolutions for the Summit.

 More Staffs resume at the Headquarters and Zones
Pursuant to the expansions envisaged in the 2008-2012 Strategic Plan of HERFON, the following new staffs have been recruited into the Foundation:

HERFON’s TV Programme Debuts
The HERFON-supported weekly TV broadcast on the networks of local and international belts of the Nigerian Television Authority (NTA); commenced in February 2008. Aimed at promoting public health issues, especially from Health Sector Reform perspectives, while setting agenda for health policies and programmes and their effective implementation in the country; ten minutes of each episode of ‘Health Report’ on NTA (live and recorded, it shall be broadcast on NTA network by 9.00 am every Thursday for twenty-six weeks [February – July 2008].

This segment shall be used to brand HERFON for greater visibility, and serve the purpose for which the Foundation was established. Topics already featured include HERFON, its mandate and products; Stewardship in Health; and Primary Health Care.

HERFON’s Radio Programmes: EOIs Requested
The Foundation is also rolling out weekly Radio programmes in 6 States of the Federation, to promote public health issues, especially from Health Sector Reform perspectives.

The leadership of HERFON in each State shall work with programme presenters to produce materials for the broadcasts. Every week for twenty-six weeks [April – September 2008], HERFON will provide resource persons for issues to be discussed on the programme. Thirty minutes to one hour shall be allocated to HERFON, to be used to brand the organization i.e. HERFON for greater visibility, and serve the purpose for which the Foundation was established namely to promote better health for all Nigerians. HERFON may propose issues on health which should be of major attention on any of the weeks’ productions.

Notice had earlier been sent to State Chairpersons who may be interested, to submit Expression of Interest (EOI) in having the radio programme described below, to be broadcast on the radio station(s) domiciled in their States. The deadline for this EOI has since expired and a Committee will be set up to review the applications received, and recommend States to benefit from the programme.

When Oxfam GB came calling
Representatives of Oxfam GB visited HERFON on 21 January 2008, to introduce the organization, seek areas of mutual interest and cooperation with HERFON. Led by Kemi Ndieli, Governance coordinator, they expressed the interest of Oxfam GB to be involved in the effort to realize the eventual passage of the National Health Bill and its enactment into an act. They used the opportunity to invite HERFON to participate in the planning and implementation of its roundtable scheduled for 11-14 February 2008.

Receiving them, HERFON’s Executive Secretary Dr. Ibrahim Oloriegbe observed the familiarities between the mandates of the two organizations, and went further to brief them on HERFON’s previous accomplishments and current activities. He assured them of the Foundation’s readiness to work with Oxfam GB in all areas of mutual concern, in order to improve Nigeria’s health indices.

 BOT visits President Yar’Adua

A delegation of the Board of Trustees visited His Excellency Alhaji Umaru Musa Yar’Adua, GCFR, President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria; on Thursday, 24 January 2008. The visit was part of HERFON’s advocacy engagements for the strengthening of the country’s Health Sector Reform Programme (HSRP), and how HERFON and its partners/funders can support the government of Nigeria to achieve the country’s health care and poverty reduction objective and targets, including the health related Millennium Development Goals (HMDGs).

The delegation was received by Professor Adenike Grange, Nigeria’s Honourable Minister of Health, at the instance of President Yar’Adua, who was on an official engagement outside the country. Speaking on behalf of the President, Professor Grange expressed Federal Government’s gladness in receiving the delegation. “HERFON is now popular” she said, adding that the Foundation has the capacity to give leadership to the country’s private sector to partner with the public sector to improve the country’s health care and development indices. She said that she was extremely glad that HERFON has taken cognizance of the government’s health priorities and positioned itself in that direction.

Continuing, the Minister declared that government needs HERFON to bridge the health gap and minimize deficiencies within the sector. She averred that the Ministry’s leadership will seek further dialogue with the Foundation to integrate her recommendations into the Ministry’s activities. She conveyed President Yar’Adua’s wishes of more hard work to HERFON, while saying that the President will like to be regularly briefed on HERFON’s progress on its mandate, increased collaboration and improved relationship with the Federal Ministry of Health.

Earlier in his address, the Chairman of the Board of Trustees [BOT] of HERFON, His Royal Highness Dr. Haliru Yahaya (Emir of Shonga), expressed the Foundation’s appreciation of the Federal Government’s effort at streamlining the country’s health policy and planning in the last four years, which has yielded several tools and documents including the Revised National Health Policy, The National Health Sector Reform Programme, Presidential Blueprint on Health-MDGs, Blueprint on Primary Health Care and many other programmes –specific policies and strategic plans. HRH Dr. Yahaya advised that it is high time the government shifted emphases to the IMPLEMENTATION of these existing strategies and interventions which have proved effective in impacting positively on the health of people seen other lands.

He presented copies of HERFON’s publications to the President, and requested him to consider for implementation, the recommendations of the 2006 National Health Conference, by:
1.  Ensuring the approval and signing-into-law of the National Health Bill without further delay

  1. Implement the universally agreed budget  allocation of not less than 15% of the total annual budget to health by all levels of government in Nigeria
  2. Taking measures to drastically reduce the current very high and unacceptable deaths of Women and Children due to poor health care services, and

4.  Irrevocably strengthening Nigeria’s current Health Sector Reform Programme

He advised that States have no need to strive to provide tertiary health in any part of this country. “We support the primary health care fund as provided in the national Health Bill now in the National Assembly, and fully agree with your Excellency’s recent statement that primary health care should be owned by all tiers of government”, adding that President Yar’Adua’s position reaffirms HERFON’s 2008-2012 strategic plan which focuses on primary health care.

The HERFON leaders emphasized the need to restructure the FMoH toward more effective functionality in order to deliver its mandate, with the inclusion/articulation of the needs of States and Local Governments. “Your Excellency’s government is requested to lead advocacy to States and LGAs to enhance resource allocation to primary health care, in order to get it working better”, the BOT Chairman said.

He suggested that the government revisits the National Health Policy and urgently review the Health Sector Reform Programme (HSRP) to reduce our country’s burden of disease, with special attention to Integrated Maternal and Neonatal Child Health (IMNCH); which should be provided as part of a guaranteed minimum package of health care for all Nigerians. “In particular, we urge that the review of the HSRP be geared towards the effective implementation of existing policies, in addition to a deliberate long-term approach to the National Health Investment Plan (NHIP). We are of the opinion that the National Primary Health care Development Agency (NPHCDA) needs to be strengthened in order to accomplish the above”, the Board chairman added.

HRH Dr. Yahaya used the occasion to condole President and Commander-in-Chief on the death of Hon. Dr. Aminu Safana who served the president during his days as Governor of Katsina State, and who until his death on active duty, was a member of the House of Representatives and Chairman of the House’s Committee on Health. He expressed the hope that President Yar’Adua will honour the Nigerian health sector with his physical presence at the 2008 National Health Conference which holds later this year.

The delegation later went into a closed door meeting with the Honourable Minister of health and officials of the Ministry, during which issues necessary to move the HSRP further ahead, were discussed.

Other members of the BOT who were present in the delegation were Dr. Oladipupo Awosika, Ambassador Mustafa Sam, Dr. Ben Anyene, Hajiya Bilkisu Yusuf, mni, Professor Mildred Amakiri, MFR, and Dr. Shehu Sule, mni. Also in the HERFON delegation were Dr. Ibrahim Oloriegbe - Executive Secretary and Secretary to the Board, Dr. Uzodinma Adirieje – Advocacy and Communications Manager, and Dr. Ahmed Gana - Projects and Capacity Development Manager.

DFID’s new Senior Health Adviser visits HERFON

On 25 January 2008, the Executive Secretary played host to Jane Miller, Senior Health Adviser of the DFID in Nigeria. Ms Miller, who was accompanied by Dr. Ebere Anyachukwu – the Health Adviser, informed the Executive Secretary [ES] Dr. Ibrahim Oloriegbe, that she had just assumed office, and decided to visit HERFON to be introduced to – and be briefed by - the ES.

Briefing Ms Miller, Dr. Oloriegbe explained that HERFON was set up as an advocacy organization to work for improved health status of Nigerians, and that the Foundation strives to generate quality evidence to influence policy, as well as supporting the improvement of capacity to engage in advocacy.

Kogi State’s Commissioner received at Headquarters
The Honourable Commissioner for Information in Kogi State, North Central Nigeria – Chief (Dr.) Emmanuel M. Egwaba, paid a working visit to HERFON. He was received by the Acting Executive Secretary Mr. John Igboka, on behalf of the Executive Secretary.

Chief Egwaba informed the Ag ES that he has come to HERFON to explore ways in which the Kogi state government, especially the office of the wife of the governor, and ministries of women affairs and health, will collaborate with HERFON to improve the health of the people of Kogi State. He appreciated the Foundation for its contributions to the country’s health system and looked forward to fruitful relationship with HERFON.

Briefing the august visitor, the Ag ES emphasized the catalytic role of HERFON and change agents in improving the health status of Nigerians. He expressed the Foundation’s readiness to work with the government and people of Kogi, and thanked the Honourable Commissioner for finding time to visit HERFON.

HPCC meets
The Foundation participated in the meeting of the Health Partners Coordinating Committee (HPCC) under the auspices of the Federal Ministry of Health (FMOH). The meeting was attended by the HMH Professor Adenike Grange, HMSH Chief Architect Gabriel Aduku, OON; and Permanent Secretary Professor Simon Ogamdi. Also at the meeting were World Health Organisation (WHO), UNICEF, UNFPA, CIDA, USAID, Rotary International, World bank, European Commission, HERFON, Development Partners, and other Multilateral and Bilateral Agencies with interest in health in Nigeria.

The European Commission, represented by its Head of Delegation His Excellency Ambassador Robert van der Meulen, used the occasion to announce its donation of Twenty Million Euros (Euro20, 000, 000.00) toward the polio eradication initiative in Nigeria.

Documentary on HERFON
HERFON has commissioned Mr. Yinka Ola-Williams – a change agent and consultant, to produce a documentary on the Foundation.

Mr. Ola-Williams, who has already commenced work on the documentary following the signing of contract with the Foundation, is expected to deliver the following:

  1. A video cassette documentary on HERFON which inclusively feature interviews with Governance, Members and Management of HERFON, Benefactors/Partners, and Clients and Consumers of HERFON’s products and services
  2. Duplicable VCD version of the video cassette
  3. A process report of the documentary

 

Already, HERFON leaders, members and partners across the country, have randomly be chosen and interviewed for the documentary.

HERFON’s ‘ART and NHC2006 Reports’ disseminated nationwide
Copies of the report of HERFON’s 2007 study of the ‘Impact, Challenges and Long-term Implications of the Antiretroviral Therapy [ART] Programme in Nigeria’, and the ‘2006 National Health Conference’ themed Health in Nigeria in the 21st Century: sustaining the Reforms beyond 2007; have been distributed to State Action Committee on AIDS (SACA) in Nigeria’s 36 States and the Federal capital Territory through the National Agency for the Control of AIDS (NACA). 

We are grateful to the Director General of NACA Professor Babatunde Osotimehin, through Hajiya Maimuna Mohammed, for supporting HERFON with the distribution.

Centre for Reproductive Rights, USA, also came
Representatives of the Centre for Reproductive Rights [CRR], New York, USA, - Ms Aya Fujimura-Fanselow and Ms Onyema Afulukwe, were at HERFON on a second visit within six months, to interview the Executive Secretary Dr. Ibrahim Oloriegbe, as part of its consultations towards producing a report on Maternal Mortality Rate (MMR) in Nigeria. We shall inform you of the outcome/report once we receive it. The CRR is a non-profit legal advocacy organization dedicated to promoting and defending women’s reproductive rights worldwide. Its mission is to use the law to advance reproductive freedom as a fundamental right that all governments are legally obligated to protect, respect, and fulfill.

President Yar’Adua honours BOT Chairman
The Chairman of HERFON’s Board of Trustees HRH Dr. Haliru Yakaya, Emir of Shonga Has be honoured by His Excellency Alhaji Umaru Musa Yar’Adua, GCFR; President and Commander-in-Chief of the armed forces, Federal Republic of Nigeria. The award – Officer of the Order of the Niger (OON) was personally conferred on His Highness by President Yar’Adua, on 14 February 2008, in Abuja. A well-attended party was held in the Chairman’s honour in the evening of the same day. Congratulations to our brand-new OON. Congratulations your majesty, and may your reign be long and continually fruitful! Amen.

Change Management Training Curriculum Developed …Pilot CMT Held

The change management training was conceptualized in conjunction with HLSP with the objective of training the trainers who will train managers and other senior level officers particularly in heath sector. HERFON engaged the services of two consultants to develop a training curriculum that can be used for generation of leaders and managers in health sector. These consultants have concluded the drafting of the curriculum, which has two modules; introductory and advance. The CMT is targeted at Head of health parastatals and hospitals, project managers and coordinators, Permanent Secretaries, commissioners.

A pilot workshop has been organized to test-run the curriculum of HERFON’s Change Management Training (CMT). Participants at this pilot training included HERFON’s Zonal Chairpersons and 5 Managers at the Headquarters. Held during 13-14 February 2008 at the Conference Room in the Foundation’s secretariat, the workshop was adjudged a success by the participants. Suggestions from the participants were noted for incorporation into the final CMT curriculum to be released soon.

HERFON  (PRRINN States) Meeting
 The meeting was held on the 31 January 2008 in Kano with the four HERFON PRRINN (Partnership to Reinforce Routine Immunization in Northern Nigeria) states namely Jigawa, Yobe, Zamfara and Katsina in attendance. The aim of the meeting was to obtain updates on HERFON branches in those states and to also inform them on the contents of the HERFON/PRRINN TOR and the role expected of them. This meeting also had in attendance, the PRRINN National Coordinator Dr. Idris Garba, HERFON’s Executive Secretary Dr. Ibrahim Oloriegbe and The Project Manager Dr. Ahmed Mohammed Gana.

Senate Health Committee Visits Ghana
Sequel to the 1st and 2nd readings of the proposed health bill by the Senate, a retreat to Ghana is being organized for the senate committee to enable them study the proposed bill comprehensively and also learn about the Ghanaian health system and the process of health bill implementation and oversight. HERFON in its usual way is facilitating and anchoring this program through the National Assembly technical assistance project domiciled in the projects and capacity building unit of the organization. Funding for this project is provided by Partnership for Transforming Health Systems (PATHS) and HERFON. The retreat is scheduled for the 16-20 March 2008.

 The Executive Secretary Dr. Ibrahim Oloriegbe paid a courtesy visit to Honourable Dr. Alaba Ojomo, acting Chairman of the House of Representatives Health Committee, on 21 February 2008.
The visit – the first formal meeting between HERFON and the current House committee, was to discuss areas of mutual interest and further collaboration.
Briefing Honourable Ojomo, the ES presented HERFON as a partner in the generation and sustenance of Health Sector Reform in Nigeria, irrespective of changes in government personnel. He emphasized that the Foundation also strives to bring major players in the Nigerian Health Sector together, in order to fashion out acceptable national health agenda. Dr. Oloriegbe later presented Dr. Ojomo with documents of HERFON’s activities; while expressing his condolences to Dr. Ojomo on the death of his predecessor Honourable Dr. Aminu Safana, under whose tenure the House of Representatives passed the National Health Bill.

In his response, Honourable Ojomo welcomed the ES, and expressed delight at the effort to educate him about HERFON. He gave an assurance of his committee’s readiness to work with HERFON to move health in Nigeria further ahead.

National Steering Committee of the 2008 National Health Conference inaugurated
The National Steering Committee of the 2008 National Health Conference (NHC2008) was formally inaugurated at the National Assembly, on 25 February 2008.

Inaugurating the NSC, its Chairperson Distinguished Senator (Dr.) Iyabo Obasanjo-Bello, Chairperson of the Senate Health Committee acknowledged the effort made in the previous administration to provide health policies and guidelines for the reforming of the Nigerian health sector, and added that our greatest health challenges now lie in the broad implementation of those policies, and their domestication and adaptation in the various States of the Federation.

She assured that the National Assembly Health Committees – Senate and House of Representative - are committed to the actualization of the objectives for which the National Health Conference has been established and the passage of the National Health Bill within the shortest possible time. Senator Obasanjo-Bello expressed the belief that Nigeria can achieve improvement in her health status, as well as her national Millennium Development Goals (MDG) targets – especially health-related MDGs - through our concerted effort. She then emphasised the responsibility of the National Steering Committee [NSC] to manage the day-to-day activities of the NHC2008; with the greatest primary task to wisely and courageously mobilize and put our politicians, friends and people to work for health

Thereafter, she formally inaugurated the National Steering Committee for the National Health Conference 2008, and looked forward to working with all members to make Nigerians Healthier by 2011. She expressed her appreciation and commendation of the effort of HERFON in bringing the partners in the health sector into this project and thanked partners/members for responding to the invitation to participate in the committee.

The NSC has 42 members drawn government (Senate, House of Representatives, Governors, FMOH, professional bodies, NGOs, Multilateral and Bilateral Agencies, Development Partners, Faith-based groups, Women groups and Business groups. It also has the Chairperson of the House of Reps Health Committee Honourable Dr. Alaba Ojomo, as Vice Chairperson.  The Executive Secretary of HERFON Dr. Ibrahim Oloriegbe is the Coordinator of the NHC2008. Dr. Uzodinma Adirieje serves as the Secretary.

Addressing the NSC, HERFON’s Executive Secretary Dr. Ibrahim Oloriegbe gave a summarized overview of the NHC2006 namely:

  1. The NHC2006 took place 28-29 November 2006
  2. It was a public-private partnership initiative to prepare a health agenda for Nigeria focusing on ‘sustaining the reforms beyond 2007’
  3. Its outcome was broadcast and published in the media, and distributed among political office aspirants and political parties
  4. However, the NSC for the NHC2006 could not meet further to review the outcome of the media efforts
  5. The proceedings of the NHC2006 have since been published into a book which is included in the packs distributed to members/participants at ‘this inaugural meeting’
  6. The NHC has a running website that hosts documents and materials from/about the conference and related matters

The following subcommittees were approved for the NSC:

  1. Technical Sub-Committee
  2. Communication and Media Sub-Committee
  3. Finance Sub-Committee
  4. Accommodation and Transport Sub-Committee
  5. Programme Sub-Committee

The NSC also confirmed/appointed members and Co-chairpersons for the subcommittees, while HERFON through the Conference Secretariat shall provide the subcommittees with secretaries.

The NSC meets again on 27 March 2008; to consider the reports of its subcommittees.

Zonal Offices Set Up
GRID Consulting Ltd was commissioned in the month of January, 2008 to set up HERFON’s 6 zonal offices. So far, Zonal Offices have been secured for South West, North Central, North East and North West Zone.

North West Zone: No. 2 Ribadu Road, GRA, By Gamji Gate, Kaduna, Kaduna State
North Central Zone: No. 2 Shandam Road, Opposite Government Printing Press, Lafia, Nassarawa State
North East Zone: No. C114 Obasanjo Housing Eastate, Gujba Road, Damaturu, Yobe State
South West Zone: Akinjide House, Ibadan, Oyo State.

HERFON joins FMOH in Health Promotion campaigns at 2008 Argungu Fishing Festival

The Federal Ministry of Health has invited HERFON to join the ministry’s health promotion campaigns during the 2008 Argungu fishing festival holding 12-14 March, in Argungu, Kebbi State. In a letter to the Executive Secretary Dr. Ibrahim Olorigbe, the Honurable Minister of Health alluded to the health implications of the festival and need to bring this into focus in campaigns during the festival; while acknowledging HERFON’s “leading role” in the series of meetings of stakeholders being held with respect to the festival.

Nigerian Health Review 2007

The 2007 edition of the Nigerian Health Review – HERFON annual flagship publication that critically x-rays issue(s) within the Nigerian Health System, will be due for lformal presentation to the public this April. This edition is focusing on Primary Health Care (PHC). Details will come your way sooner than later.
